1. The following information was acquired at great risk by members of the PSC information division in concert with acting licensed heroes. This initial overview details the non-government meta-human (quirk user) organization colloquially known as the Meta-Monarchy but is officially known as Babylon. This summation and threat analysis are CONFIDENTIAL.
2. Babylon also known as the Meta-Monarchy is a small non-government oganization comprised entirely of meta-humans (quirk users/quirkers) that originated in Mumbai, India. According to agent _________ the organizations structure was created by Ueno Toseki a noted pro-quirk supremacist and eugenics researcher. After his death as a result of ____________________________ _____________________________________________________________________________________see folder x1124r for more information, Ueno Prisha Eta, his daughter, assumed the role of leadership in the organization and declared herself Sovereign. It appears that the organization strongly disagrees with the Japanese Model of a Quirk Based society that is currently being observed as the template for societies around the world.
3. Eta is currently headquartered in Japan though she appears to have not formally established a base of operations. She has been until recently on pilgrimage to her home in Mumbai with intent to return. Our agents indicate that she intends to begin recruiting and spreading pro-quirk dogma and an ideology of radical authoritarianism within Japan with the hopes of establishing herself as a pseudo-monarch. From what we have been able to glean, she is currently looking for;
- Soldiers and Fanatical recruits to bring under her wing, could be of any faction.
- A Financier and supplier of equipment. Likely a villain. Will keep searching.
- A Seneschal: A knight/bodyguard of some skill and strong loyalties. Will probably be a Vigilante or even a Hero.
