Since boyhood, he was always fair of complexion, his skin impossible to burn, which explains the freckles that dust his cheeks. He’s since accumulated a collection of tattoos, covering his back and an arm, as well as piercing his ears. And, since he makes a habit of wearing his ashen-blond hair short, the latter is often noticeable. Seiren avoids facial hair, and his eyes are a blue so vivid that the hue strikes as unnatural. Most aren’t likely to recognize Seiren’s face as he chose to be a masked hero at the beginning of his career. He looks like the type aggravated by and impatient for social change, to force the change that he desires. Impatient for a fight. In truth, Seiren has always been “opinionated,” unafraid to speak his mind. And whilst he isn’t completely tactless, filter-less, if he sees someone acting the arse then he’ll call them out as an arse. He isn’t aloof or especially unsociable but independence has always been a natural inclination of his, and it rarely occurs to him to feel embarrassment or hesitance for “being himself,” for his likes and personal interests, no matter the opinions of others. It can make him slow to apologize, stubborn and wilful and even dogmatic at worse, but he’ll always encourage and admire others for doing the same – within reason. It probably isn’t surprising that the son of two police-officers possesses a deep respect for the law, Seiren can see how the legal system is imperfect but he knows the value of laws, of working towards improvement – that’s what heroes should stand to do. Fighting for and guarding those unable to fight for themselves. At heart, Seiren is protective, a guardian. Ever willing to take a blow meant for another. Rarely does he turn away from a fight. He’s not all brawn though, in fact he’s quite clever. Everyone knows that they are the grunts, who do the legwork for the “real” heroes. Katsuro, however, was proud of his badge. There was a time, during his youth, where he had played with dreams of becoming a pro-hero – every child at some point does. Only his quirk, the same as his father’s and his father before him, hadn’t been … “versatile” enough, conjuring static by his touch wasn’t good enough. His wife and fellow officer, Seiya, had a quirk that allowed her to harden her skin, had even gotten her education from the prestigious U.A. Academy but had at some point chosen a badge over a hero-suit, justifying that policing was ”more honest.” They hadn’t named their son with any intended ambition – they’d had no expectations other than him being healthy. Happy. Quiet and kind. Well, Seiren wasn’t quiet. He was a child of loud insufferable tantrums and drawn-out sulking. A child who didn’t budge from doing whatever briefly held his interest no matter the threatened punishment from his preschool teacher. Who was more likely to come home bruised and battered from scuffling with boys in his neighborhood than he was to make a friend. Troublesome, definitely, but he never started a fight or bullied a child, never tried petty crimes and so his parents weren’t overly concerned – not until his sixth birthday. When his quirk activated. Ultimately, both of his parents had naïvely assumed that their son would be no different from themselves or from any other relative, either he’d emit static electricity or his skin would transform into stone-like flesh. And so they were unpleasantly floored when, called to their son’s school, they found every last window blown out, all electrical machines and wiring fried. Two children hospitalized, alive and stabilized but hurt, and his remaining classmates and teacher – well, saying they weren’t happy was an understatement. His mother, Seiya, initially wanted to respond by being stricter, and that discipline would be what would keep Seiren in check but Katsuro responded differently. He took his son with him to work, allowed Seiren to watch Roppongi’s most popular pro-heroes work, introduced him to them afterward. And the boy was starstruck, idolizing, he wanted to be “like them,” a hero too. And whilst Seiren did not transform into a well-mannered and obedient son, an exemplary student, overnight, he did apply himself to learning, in training his quirk. And it paid-off enough that he was accepted, after applying, into Shiketsu Academy for his high-school and hero education. There were times when he stumbled, failed an exam, got himself into detention. Even so, Seiren maintained a hold as one near the top of his grade, and his quirk often made others take notice of him. There was no struggle in finding a hero to mentor him. More than one hero-agency offered to take him on as a sidekick too. Leading up to his graduation, Seiren made the decision to add a mask to his hero-attire, stating that he ”liked his privacy.” As a policeman’s son, Seiren understood the value of privacy probably better than his classmates had. Through his parents, he’d gotten an understanding of the pettiness that “villains” were capable of, how easy it could be to uncover the background of a favorite pro-hero and the consequences that could unfold from both. He didn’t want that for his parents or his neighbors, or anyone associated with him. Both the mask and his quirk led to the hero-agency that he ended up signing up with to change his chosen hero name – ”the Storm” – to ”Blackout.” Initially Seiren didn’t like the name himself but surveys proved that the public felt differently. Long since being anyone’s sidekick, Seiren is a popularized pro-hero. ”Blackout” is a familiar masked face upon television screens either being interviewed by journalists or daytime hosts or televised brawling with villains or the newest disaster. There’s also a merchandise line, of Blackout action-dolls and plushies, a clothing-line, fast-food chain limited-time themed meals, etc. the Quirk shocking exterior quirk's rank • VIII quirk's tier • II quirk's type • emitter quirk description • a quirk that allows Seiren to form electricity around his form as natural armor. The vividly blue electricity, however, is still destructive upon contact. Its prime purpose is in defense but it also enhances Seiren’s physical strength and speed of movement. quirk limitation • The vividly blue electricity that Seiren emits does not harm him – indeed no electrical source truly does – but this is not the case for most. Contact erodes and repulses from the intensity of the electricity, which makes its defensive capabilities so impressive, and its offensiveness nothing to sniff at either. Seiren has some control over the intensity of his electricity, in that he can stun someone or crater solid surface if he chose to, propel an object backward – not exceeding 100-feet. Though someone with a similar tolerance for electricity would not be as affected. Being an “exoskeleton,” such electricity coats Seiren entirely – from the tips of his hair to the tips of his toes and fingers. Due to the destructive power of his electricity, physical acts by Seiren contain more of an “oomph,” the static “weakening” what solidness connects. It can make him seem superhumanly strong but that isn’t quite the case – Seiren could punch/kick through solid stone but would struggle to lift and hold aloft a semi-truck. All of his attacks, being that his fists and feet and other limbs are coated in powerful electricity, possess electrocution too. And since electricity moves incredibly fast, Seiren, his body enwrapped with electricity, also moves quite swiftly. Not superhumanly so, quicker than the natural eye can follow, but still fast enough that he’s difficult to follow/track if one becomes distracted. Difficult to compete against, outmaneuver, unless one’s quirk is speed-based. quirk weakness • Water – it doesn’t hurt him due to his immunity to electrocution, but it does affect his quirk. Partial submersion or small exposure, such as rain, can weaken and make him sluggish, even disorientated. Being fully submerged will negate his emitted electricity and effectively make him “quirkless” until he’s dried himself. Seiren cannot manipulate electricity – not even his own. The electricity he emits acts as a protective coating around his form. He cannot alter its form, to create electrical weapons or features such as wings or claws or to extend its reach (short-ranged, up-close). He cannot project his electricity to harm or otherwise either, meaning that his quirk has no ranged capability. And whilst he cannot be harmed by electricity, he cannot absorb it from outside sources, making his quirk somewhat finite. Eventually, after consistent use, he must rest or find that he cannot emit much if any sparks (a 15 post duration), however, the required resting time to recharge is short (two posts). Seiren cannot extend his own immunity towards his electricity, which can complicate scenarios where a mass-rescue is required.
