In a World without a Symbol of Peace what do you find?
Nearly a hundred years ago, a child was born with a strange mutation. He glowed faintly at all times.
This was the first known appearance of a "Quirk" a unique superpower that quickly spread through the human population. Less than a full hundred years later slightly more than 80% of the population of Humanity has began to display some form of Quirk. Governments were quick to regulate this. They knew that if we didn't in some means begin to regulate quirks than they would grow out of control.
Some people opposed that and became known as the Special Powers Liberation Front, a group that had established themselves early enough that the government sanctioned "Quirk" name hadn't even come to fruition. They weren't successful at all, their ideology was crushed early and government Quirk registration began. In most countries, you had to hold specific licenses in order to use your quirk when in public at all. Using your quirk against another person, even in self defense, was considered an incredibly illegal act outside of specific situations i.e. under direction of heroes or while in a hero training course.
Speaking of heroes, early on a group of individuals decided to act in order to protect people. These first vigilantes acting under a guise and psuedonym were what got the governments to form what was known as the "Hero" system. Registered individuals given special access to using their quirks in order to combat criminals that used their quirks to harm others. Of the 50 known vigilantes that were around in that time only three of them were chosen to become Heroes in the new system.
Now, the world is still in a state of calm limbo. Heroes are becoming like celebrities, losing themselves to the fame and fortune of the position. Villains are amassing deep within Japan's underground - preparing for something beyond the scope of anything we've ever seen before. More and more children are finding their way to schools to try and live up to the hype of the heroes they idolize while dark and gritty vigilantes keep the streets clean without the recognition that the more frivolous heroes get.
